Allies and friends,
The Texas House has passed the “Women’s Bill of Rights,” which defines sex based on reproductive anatomy and restricts changes to state documents based on gender identity. The bill now advances to the Senate.
The American College of Pediatricians applauds efforts that enshrine the reality of biological sex in law. Sex is innate, binary, and determined at fertilization, directed by sex-determining genes on the X and Y chromosomes. This genetic signature is present in the nucleus of every cell in the human body and is not altered by drugs or surgical interventions. Recognizing biological sex differences is essential to the practice of good medicine and the development of sound public policy for both children and adults. For more information, read ACPeds position statement.
At the federal level, Congress has introduced legislation to defund Planned Parenthood for the next decade. This follows an HHS report identifying Planned Parenthood as a “leading provider” of cross-sex hormones to minors, often without adequate safeguards. A House floor vote is expected on May 26.
The Supreme Court has cleared the way for the Trump administration to enforce its ban on transgender military service as legal challenges continue. While the Court did not specify a detailed rationale in its ruling, the decision aligns with evidence cited in the executive order, which states: “Consistent with the military mission and longstanding DoD policy, expressing a false ‘gender identity’ divergent from an individual’s sex cannot satisfy the rigorous standards necessary for military service.”
Sincerely,
The Biological Integrity Team

Texas House Votes to Define Biological Sex
The Texas House has passed the “Women’s Bill of Rights,” which defines sex based on reproductive anatomy and mandates that state records reflect this binary classification.
If enacted, the law would prevent transgender Texans from updating official documents to match their gender identity, even if they have already done so. The bill now moves to the Senate, where similar measures have previously advanced.
Congress Moves to Defund Planned Parenthood
Congress has introduced legislation to defund Planned Parenthood for the next decade.
A recent HHS report identified PP as a “leading provider” of cross-sex hormones to children.
Similarly, Live Action alleged that PP clinics in several states dispense these medications without requiring therapy, in-person evaluations, or parental consent.
House Republican leaders are expected to bring the bill to a floor vote on May 26.
Supreme Court Allows Transgender Troop Ban
Last Tuesday, The Supreme Court rules that the Trump administration is allowed to enforce its ban on transgender military service.
US Secretary of Defense, Pete Hegseth, responded: “There are any number of scientific ways that you can explain as to why there are complications with trans soldiers in that with readiness and deployability.”
Lawsuit Dropped Against Alabama Child Protection Law
This week, plaintiffs from the ACLU and other groups that sued Alabama over its Vulnerable Child Compassion and Protection Act have dropped all charges, marking a significant victory in child protection against harmful ideology.
“Alabama refused to be bullied. Now the rest of the country is seeing the truth. We are proud to lead that effort,” stated Attorney General Steve Marshall in his press release.
